Harakat-AICFO Management Team

The Harakat Team comprises of over fifteen dynamic professionals who are passionate about improving the business climate in Afghanistan.


Naseem Akbar

Naseem has over ten years of experience in private sector development and investment climate reform, and has travelled extensively throughout Afghanistan and outside  to promote domestic and foreign investment in Afghanistan. He spent the early part of his career in a number of roles such as director of investment promotion, director of industrial park development, vice president on investment promotion and policy and eventually the acting president with the Afghanistan Investment Support Agency (AISA), and helped position the organization as one of the most prominent reform and service delivery bodies within the Afghan business development domain. Naseem was named CEO of Harakat in May 2012. Parallel to his role at Harakat, he is Chairman of the Afghanistan Business Innovation Fund (AIBF) where he oversees financial and technical funding assistance for projects aiming to make Afghanistan a better place to do business. Naseem holds a BA from York University, Ontario, Canada.


Chance Zilinga Mkandawire
Head of Finance and Procurement

Chance is a Malawian who joined Harakat in November 2010 as Head of Finance & Procurement. He is a Chartered Accountant and full member of ACCA – UK, has a Masters of Development in International Cooperation and Humanitarian Aid from Spain and is a graduate of the University of Malawi. He has four years’ audit experience accumulated during the early part of his career and has over six years financial management and administration experience having worked with Save the Children USA and Concern Worldwide which are International NGOs. Chance continues to bring a worth of experience and expertise to Harakat financial management, administration and procurement functions.


Sadaf Dashti
Director of Projects

Sadaf is a governance expert, with over three years of experience in private sector development in Afghanistan.  She began her professional career as a National Consultant for the Private Sector Development Directorate of the Ministry of Commerce and Industries (MOCI), part of a UK Department of International Development (DFID) project managed by Adam Smith International (ASI). Sadaf further developed her skills by undertaking high-profile internships in Afghanistan and abroad. These included placements at the United Nations in New York, the Afghanistan Parliament and Ministry of Finance, and Etisalat Telecommunications Company.  Sadaf holds a Bachelor’s degree in Economics from Kabul University and a Master’s degree in Public Policy from Willy Brandt School of Public Policy. In addition, she holds a certificate for completing a one-year “Good Governance in Afghanistan” course from the University of Erfurt in Germany. 

Reshad Sadozai
Senior Project Manager

Reshad has over four years experience on the Small and Medium Enterprise development, private sector development, and policy analysis and development. He has worked with the Ministry of Rural Rehabilitation and Development (MRRD) as Rural Economic Development Officer and Small and Medium Enterprise Development Specialist with the National Area-Based Development and Afghanistan Rural Enterprise Development Programs. He has also worked with the Policy Analysis and Development Division of the Office of Chief Economic Advisor to the President and Finance Minister in the capacity of National Policy Analysis and Development Officer. Reshad holds his master’s degree on Development Economics from the University of Queensland, Australia has also a bachelor’s degree in Biology from Kabul University and a Business Administration Diploma from Kardan Institution of Higher Education, plus he has obtained. Reshad has been working with Harakat – AICFO as Senior Project Manager since February the 1st, 2014.


Nasrullah Hasaani Sahibzada
Senior Project Manager

Nasrullah has over ten years experience in program management, project management, HR Administration, Planning, Advocacy and Gender related fields, and has extensive knowledge of working in Afghanistan. He spent the early part of his career in a number of roles such as Project Analyst with Asian Development Bank (ADB), National Project Officer with UNESCO and Program Manager with BEST/CPI/USAID. He contributed tremendously the afghan community in terms of capacity building programs, awareness campaign and advocacy on behalf of the afghan. Nasrullah holds Master of Business Administration (MBA) specialization in project management from the Indian Management School and Research Center(IMSR)-India and has a Bachelor of Business Administration (BBA) from Maryam Institute of Higher Education.

Nasrullah joined Harakat-AICFO as a Senior Project Manager dated 9 Aug 2014.

Ali Farahi
Senior Project Manager

Ali has over 8 years experience in the field of Financial Management, Accounting, and Program/Project management. Over the years he has worked in all three sectors of public, private and not-for-profit, Which includes working with Public Ministries (MRRD, MAIL, and MOLSAMD), Roshan Telecom and Mine Action NGO. Ali is a Fulbright scholar and has an MBA with a specialization in Investments/Finance from Willamette University, USA. He has a Bachelor's degree in Business Administration from Kardan University. Ali has been working with Harakat - AICFO as Senior Project Manager since July 2014.
